Devarayapuram Ramasamy Karthikeyan was born in Devarayapuram, a rural village near Thondamuthur in Coimbatore district, Tamil Nadu. Growing up in the fertile agricultural belt of the Kongu region, he developed a lifelong commitment to integrity, discipline, and public welfare. He completed his Bachelor of Science in Agriculture from the renowned Agricultural College and Research Institute in Coimbatore (now TNAU) and earned a Law degree (LL.B.) from Delhi University, initially starting his career in agriculture and legal practice before answering the call to national service.
In 1964, Karthikeyan joined the Indian Police Service (IPS) assigned to the Karnataka cadre. Over a career spanning more than three decades, he held key leadership roles including First Secretary at the Embassy of India in Moscow, Chief of Karnataka Intelligence, and Director General of the Central Reserve Police Force (CRPF). He established a reputation for fearless leadership, operational intelligence, and uncompromising institutional integrity.
His defining landmark came in May 1991 when he was handpicked to head the Special Investigation Team (SIT) investigating the assassination of former Prime Minister Rajiv Gandhi. Facing immense international scrutiny and high-stakes pressure, Karthikeyan led a multidisciplinary team using cutting-edge forensic science, call-data analysis, and forensic crime-scene reconstruction. His meticulous investigation successfully solved the case in record time, resulting in the conviction of all accused and setting an enduring global standard in complex criminal investigations.
Following the SIT success, Karthikeyan served as Special Director and Officiating Director of the Central Bureau of Investigation (CBI), and later as Director General of the National Human Rights Commission (NHRC). At the NHRC, he advocated passionately for police reforms, prisoner rights, anti-trafficking measures, and human-centered governance, reinforcing that effective law enforcement must respect fundamental human rights.
In recognition of his distinguished public service, he was conferred the Padma Shri in 2010 by the Government of India, along with the President’s Police Medal for Distinguished Service. Author of the acclaimed book 'Triumph of Truth: The Rajiv Gandhi Assassination Investigation', he continues to speak globally on leadership, ethics, and peace, remaining a shining exemplar of Kovai's legacy of excellence and integrity.
